On Monday, the city began offering free two-hour parking in the lot across from Waterfront Place on Water Street. Parkin is pleased with the change. "If I'd set out there for an hour, I'd see at least two, three, four cars back out and leave," he says of cars that approached the parking gate. "Those are potential customers.
